New Horizons Healthcare in Roanoke, Va. has announced key appointments. Angela Martin, PNP, was promoted to medical director; Chance Welfare, MBA, was appointed as chief administrative officer, and Kevin Harvey, AS, was promoted to patient services director.
Angela Martin has worked at New Horizons Healthcare for nearly six years as a pediatric nurse practitioner and has served as director of quality. She earned her Bachelor of Science, registered nurse/registered-nursing degree from West Virginia University; her Associates in Registered Nursing/registered Nurse degree from Bluefield State College; and her Master of Science in Nursing degree from the University of Virginia.
“I welcome the opportunity to serve in this capacity,” said Martin. “I am excited to be able to help guide and shape our patient-centered care environment at an administrative level. I believe that we have an excellent clinical team here at New Horizons Healthcare, and I look forward to leading them as we move into the next phases of clinical growth and new service opportunities for our community.”
Martin called her past five years with New Horizons Healthcare “the most rewarding career experience” to date. “I wholeheartedly believe in the mission, vision and values of this organization and look forward to serving in a leadership role to support them.”
Welfare previously worked as director of strategic planning at Centra Health in Lynchburg, Va. Before that he worked as senior marketing and planning advisor for Carilion Clinic. Welfare is a graduate of Wake Forest University in Winston-Salem, N.C., where he earned his Bachelor of Arts degrees in communication and Fine Art and his master of Business Administration degree.
Welfare stated: This position is “an opportunity to use my business education and experience in health care to create healthy communities and help providers give their best to the community, as well. What excited me about this position is that it puts me in a place where I can help enable a valuable agency to deliver on its promise. New Horizons Healthcare already has the will and means and I look forward to helping an already successful organization find continued successes and growth.”
Harvey joined New Horizons Healthcare as a patient access representative in February 2015. After a series of promotions, he was appointed front office manager. He graduated from Bluefield State College in 1990 with an Associate degree in Computer Science. After 15 years in banking, he dedicated his financial and interpersonal strengths to health care administration, first as a medical biller in 2005.

“I am 100% ready to tackle this challenge. I also look forward to aiding in growing our center with the expansion of our open-access program from its current state to a full time open-access clinic.”
Among Harvey’s proudest contributions to New Horizons Healthcare has been his role in April 2016 in creating an open-access clinic that allows patients same-day visits to address acute issues (“sick” visits) every day from 1-5 p.m.
“I am here for our mission to provide affordable, quality health care regardless of one’s ability to pay” Harvey said. I believe very strongly in the work we do and the services we provide our surrounding communities. “The patient experience begins at the scheduling level, either on the phone or face-to-face. Whether this is at the patient financial advocate’s desk or the front line, my team is the first a patient comes in contact with. They set the tone for everything that follows.”
Family and Community
“I feel blessed with my career, as I am a first-generation college graduate for my family. Nursing has served me well, and it really is my passion and calling!” said Martin. “Outside of work, my favorite thing to do is spend time with my husband, Kevin, and three daughters, one pre-teen and two teenagers. “We love to travel!”
Welfare, his wife, Laura Welfare, and their nine-year-old daughter and four-year-old son are returning residents of Roanoke. They enjoy family time adventuring and reading together. “We love to play outside. I also like to experience as much as possible the local arts and music scene.”
Harvey has two “senior” cats, “who can be a handful at times, but they bring me much joy.” He is a film and pop culture fan and loves being outdoors, kayaking and doing yard work, which he calls “dirt therapy,” and naps.
