The Virginia Counselors Association (VCA) convened at the Hilton Hotel in Norfolk, VA, November 8 –10, at the Awards Luncheon on November 9, Richard was presented the prestigious (ACA) American Counseling Association, Presidential Citation by immediate past president Dr. Gerard Lawson, for remarkable contributions to the field of professional counseling by an individual.
In 1976, Virginia was the first in the nation to license professional counselors. Chubb received his license in 1978. The R. L. Chubb Counseling and Consulting Service was opened and served the public for more than twenty years.
In his remarks Dr. Lawson related that a conversation between the two of them while attending the VCA conference in Williamsburg, Virginia in 2014, inspired him to develop a Task Force on Cultural Encounters. Because of his desire to seek the best in all people, he offers help wherever it is needed. Richard Chubb cares about his community and city preserving institutions that were the foundation of learning and culture in the African-American Community. Presently he is working with a group of citizens to save the Dumas that future generations will have a reference to Black ownership in the community.
